Directed by Hideaki Anno and Shinji Higuchi, Shin Godzilla is primarily structured as a political disaster drama rather than a conventional monster battle film. The story begins when an unidentified creature emerges in Tokyo Bay and rapidly evolves as it moves inland towards the capital. Government officials struggle to understand and respond to the crisis while navigating rigid bureaucratic procedures. As the creature continues to mutate into increasingly destructive forms, a small group of unconventional analysts attempts to develop a strategy capable of stopping it.

The film was strongly influenced by the national trauma of the 2011 Tohoku earthquake and tsunami, as well as the subsequent Fukushima Daiichi nuclear disaster. These events are reflected in the focus of much of the story on the mechanics of governmental crisis management. Scenes frequently unfold as rapidly edited sequences of meeting rooms filled with ministers, advisers, and civil servants, emphasising the complexity and rigidity of the Japanese administrative hierarchy during emergencies.

Despite its political focus, the film remains firmly rooted in the kaiju tradition. The creature undergoes several visible evolutionary stages throughout the narrative. To depict these changes, the production team used motion capture to animate Godzilla’s movements, digital animation to depict its constantly mutating anatomy and miniature destruction effects. This hybrid approach merges the traditional aesthetics of Japanese tokusatsu with modern CGI. Through its blend of disaster realism, bureaucratic satire, and evolving monster design, Shin Godzilla offers a twenty-first-century reinterpretation of the enduring Godzilla franchise.
